The County of Franklin and Town of Rocky Mount are currently accepting proposals to provide a group health care insurance program to include standalone program for dental care. Proposals shall be evaluated and awards shall be negotiated in accordance with the Virginia Procurement Act-Competitive Negotiations for Procurement of other than professional services (Code of Virginia Section 11-37). For the four (4) successive years following the award and acceptance of the health and dental care contract, the County of Franklin and Town of Rocky Mount reserves the right to negotiate what it considers to be a fair and reasonable renewal without going through the rebidding process.
Interested offerors are hereby advised that the County of Franklin and Town of Rocky Mount will utilize all applicable provisions of the Procurement Act in considering and accepting proposals. The County of Franklin and Town of Rocky Mount reserves the right to reject any or all proposals and to waive informalities in the process.

A mandatory pre-bid meeting will be held at the Franklin County Governmental Center 1255 Franklin Street, Rocky Mount, VA 24151 starting at 10:00 A.M., February 14, 2012. Pre-bid questions (*) regarding the construction should be submitted via e-mail to Heather Wilburn, hwilburn@joyceengineering.com.
This project includes clearing, excavation and grading for a new landfill, construction of a Sub-title D landfill composite liner system, construction of a leachate collection and disposal system, leachate collection tank, a pumping station, landfill access road, stream relocation and construction of erosion and sediment control features.
Sealed bids will be due no later than 4:00 pm on Friday, March 9, 2012 and should be hand delivered or mailed to the Sharon K. Tudor – Procurement Specialist, 1255 Franklin Street, Suite 111, Rocky Mount, VA 24151. Place “Franklin County- Phase 1 Landfill Construction” and bid opening date on the envelope. Bids will be opened and publicly read aloud immediately following the Bid submission deadline.
Each Bidder must be familiar with Sub-Title D Landfill construction, experience in in past five years successfully constructing at least two landfills with projects totaling 500,000 square feet with leachate pipeline and collection systems. Associated General Contractor’s Form 220 will be used to evaluate the Bidder’s experience record and Virginia General Contractor License is required for this project.
Award will be made in the best interest of Franklin County. The right to reject any or all bids and to accept bids other than the low bid is reserved.

The County of Franklin is currently accepting sealed bids for the Roof Replacement for certain sections of the Franklin County Courthouse, Rocky Mount, Virginia.
The project is generally described as replacement of approximately 6,000 sq. ft. of existing ballasted EPDM roof system with a new EPDM roof system. Bids are to include all material, labor, etc., as required for a complete watertight roof system.
Sealed bids will be received at the Franklin County Office of Procurement, 1255 Franklin Street, Suite 111, Rocky Mount, Virginia 24151 on or before Tuesday, February 14, 2012 @ 4:00 P.M. The bids will be opened publicly and read aloud. A non-mandatory pre-bid meeting will be held at 10:00 a.m., Tuesday, January 31, 2012, at the Franklin County Courthouse, 275 South Main Street, (Former Board of Supervisor’ Meeting Room – 2nd Level) Rocky Mount, Virginia 24151. No electronic bids will be accepted. Sealed envelopes must be clearly marked on the outside lower left corner “COURTHOUSE ROOF REPLACEMENT”. The County of Franklin is currently accepting formal proposals from qualified firms to complete a review of the County’s current Public Safety Radio System infrastructure that will include a needs analysis from all stakeholders, to provide recommendations for the design of such a system that will meet the needs of all public safety personnel. The project will also include providing oversight of all aspects of the project to include research and design, construction, testing, and project completion. One (1) original and three (3) copies of the proposal must be submitted in a sealed envelope/package marked “Public Safety Radio System Needs Analysis and System Improvements” and received in the Department of Purchasing, 1255 Franklin Street Suite 111, Rocky Mount, Virginia 24151 no later than 4:00 p.m. (local prevailing time) on Thursday, February 16, 2012. Proposals received after the above date/time will be rejected and returned to the offeror unopened. It is the responsibility of the offeror to insure that proposals are received in the appropriate place and by the designated time. Since this is a formal invitation, no faxed proposals will be accepted.
