  • The meeting was moderated by Public Safety Director, Daryl Hatcher. Mr. Hatcher opened the meeting by welcoming everyone and thanking them for their attendance.
 
  • The minutes from the April 5, 2006 meeting were approved.
 
  • Mr. Hatcher advised that the Franklin County Board of Supervisors had voted to provide 100% of the purchase price for new emergency services apparatus. The vehicles will be bid on a 3 – 5 year contract. The chiefs and captains will be meeting over the next few months to determine a rotation of which department gets a truck and developing the specifications for the trucks. For more information, contact Mr. Hatcher.
 
  • Billy Ferguson, Operations Chief, advised that Life Guard, Med Flight, etc. does not want agencies using pre-determined landing zones anymore. Once it is determined that your agencies requires the services of a flight service, obtain the coordinates on scene. If your agency does not have a GPS unit, we will make arrangements to get one for your department. If your personnel are not trained on the proper operation of a GPS unit, we will arrange a class for them. Any questions regarding this topic should be directed to Billy Ferguson.
 
  • Billy Ferguson advised everyone that Fork Mountain Rescue Squad had purchased a generator system for their building to use during power outages. Billy indicated that Fork Mountain’s Captain, Doug Nunn, had asked him to look into insurance and maintenance for the generator system. Billy advised that he had contacted a vendor and had prices and any department that would like to get insurance/maintenance on their generator systems should contact him for pricing and general information.
 
  • Billy Ferguson advised that the revenue recovery program was going well at this point. He indicated that the paperwork was flowing well and payments were being made. He added a word of caution: Make sure mileage is indicated somewhere on your paperwork, remember, loaded miles only. Make sure you attach a copy of the demographic sheet from the receiving hospital. Also, if you use the computer at the hospital make sure you change the agency number to reflect your department. This computer is set up to default to 594, make sure you change the agency number to your department to ensure that your agency receives proper credit. If you have any questions regarding revenue recovery, contact Billy.
 
  • Billy advised that EMSAR had serviced our cots. He indicated that administration pays for the maintenance service contract on the cots but it is the responsibility of the agency to pay for any repairs that are done to the cots. Usually, these repair fees are minimal. EMSAR will be back in six months to re-service.
 
  • Billy advised that the Office of Emergency Medical Services would be doing inspections over the coming weeks. He encouraged everyone to get their trucks and paperwork ready for the inspection. Any supplies which are needed to bring your truck up to specifications, please contact one of the captains and they will work with you to get it to your department.
 
  • Captain Justin Hines asked everyone to make sure they contact a Captain or dispatch if your department does not have a crew available. This helps the Night Captain plan logistics for each night.
 
 
Questions and Comments were called for.
 
            Squad 10 Captain, Wally Brown, asked for special consideration from the Rescue Captains to seek funding for a vehicle for their department. He passed out information regarding the request, a copy of which is attached. The Captains agreed to discuss the issue at their rotation meeting.
 
            There will be a meeting between all agencies involved to discuss responses and boundaries for First Responder agencies. More will be discussed on this issue as it becomes available.
 
            There have been some concerns about dual dispatching agencies to Cool Branch and Hardy first due area however after giving the situation consideration, no changes will be made at this time. If you have any questions, contact Daryl Hatcher or Billy Ferguson.
