Foreword
1. The Franklin County Department of Public Safety Policy and Guidelines Manual, as placed in effect on March 1, 2008, and all subsequent amendments from that date forward contained herein shall continue, by writ of my signature, in full force and effect until superseded, deleted or amended. This is to include any and all policies or procedures found in this manual with the signature or name of my predecessor affixed.
2. It is not possible to prepare a manual that will cover every situation that may arise during the performance of your duties. Therefore, much is left to your intelligence, discretion, and your earnest efforts towards always exercising your best judgment. The policies, guidelines, procedures, rules and regulations contained within this manual, grant immense powers in many instances, especially to sworn personnel, and it is essential that all Department employees be thoroughly conversant with the contents and with any future revisions, additions or deletions.
3. All Department employees as well as members of volunteer public safety agencies are encouraged to make suggestions for changes in this manual or in Department policy whenever such actions appear to have merit.
