Adult Protective Services
Adult Protective Services (APS) investigates reports of abuse, neglect, and exploitation of adults aged 60 and over and incapacitated adults over 18 years of age and provides services when persons are found to be in need of protective services and agree to the services. The goal of APS is to protect a vulnerable adult's life, health, and property without a loss of liberty. APS seeks to achieve simultaneously and in order of importance: freedom, safety, and minimal disruption of their lifestyle and with the least restrictive care. An adult may choose to not agree to APS services if they are able to make decisions for themselves and have not been deemed incapacitated by the circuit court.

Adult Services provides assessment and direction to Virginia's citizens who have disabilities or who are age 60 and over. Specific services include:
- Companion services
- Assessment for Adult day care services
- Assessment for assisted living facility applicants and residents
- Participation on Medicaid preadmission screening teams for nursing home placement or community based care services
- Information and referral to community resources
These services are provided to help adults remain as independent as possible, preferably in their own home. The goal is to reduce the need for institutional placement and reduce the costs of long-term care.
