Franklin County Public Library Expands Digital Access with Mobile Hotspot Lending Program

The Franklin County Public Library (FCPL) is pleased to offer mobile hotspots for checkout. These devices help community members connect to the internet when they do not have reliable service at home.

Franklin County Library Director Rebecca Ventola shared why this program matters:

“The Franklin County Public Library strives to be your source for information, community connections, and lifelong learning through innovative services. The library provides mobile hotspots to support digital access for community members who may not have reliable internet service at home.”

This program can help students, job seekers, families, and others who need temporary internet access for school, work, and everyday use.

Who Can Borrow a Hotspot
To check out a mobile hotspot, patrons must:

  • Be 18 years or older
  • Have an active and unblocked Franklin County Public Library card

Checkout Information

  • Hotspots must be checked out at the adult circulation desk at either the Rocky Mount Library or the Westlake Library.
  • Hotspots must be returned inside the library. Please do not place them in outdoor book drops.
  • Hotspots may be borrowed for three (3) weeks.
  • Hotspots cannot be renewed. However, patrons may place a hold on the next available device after returning one.
  • Hotspots may be placed on hold but must be picked up within seven (7) days.

Overdue and Lost Devices

  • If a hotspot is not returned by the due date, it will be turned off the next day.
  • The overdue fee is $1 per day.
  • Seven (7) days after the due date, the hotspot will be marked as lost and replacement fees will be charged.

Replacement Fees
Fees will be charged if any part of the hotspot kit is lost, damaged, or not returned:

  • Hotspot: $100
  • Charger cable: $15
  • Case: $20

Refunds for lost fees may be given if the item is returned within 30 days and a receipt is provided.

Guidelines for Use

  • Hotspots are not filtered, so users are responsible for using them legally and appropriately.
  • This internet connection should not be considered secure. The library is not responsible for problems that may result from its use.
  • Users may not change or damage the hotspot in any way. Attempts to alter the device will result in full replacement costs.
  • Hotspots may not work well in all areas due to signal strength.
  • The library may stop hotspot checkout privileges if these rules are not followed.
