Any Virginia resident may register for a card provided they can show the proper identification. A photo identification (ID) with current address or photo ID plus an official letter (utility bill, bank statement, etc.) that has a current address is acceptable. The initial borrower's card is free and replacement cards are $2.
Registering
A patron may register only themselves with one exception: a parent or legal guardian must register children between the ages of five and fifteen. A parent or legal guardian's signature is required for minors who are 16 and 17 years old if they do not have proper ID. The person who signs the child's card will be responsible for all materials checked out on the card.
Non-Residents
Individuals whose permanent residency is outside of Virginia and do not own property in Franklin County may get a "temporary borrower's card." The card fee is $5 and must be renewed annually. Individuals with a temporary borrower's card are limited to a maximum of three items out at all times.
